Among the support projects funded through pre-accession EU funds for NGOs in our experience is a non-governmental organisation in Romania that aimed to secure a €134,703 grant under the PHARE Programme, focused on organisational development and strengthening institutional capacity.
The overall objective of the project was to increase the organisational capacity of an NGO in Romania focused on educating citizens at local level on issues related to their rights. The organisation was carrying out essential activities in civic information and awareness, and the PHARE funding helped strengthen internal structures, processes, and the network’s skills, in order to amplify the impact of these efforts within local communities.
Accessing these EU funds for NGOs during the pre-accession period represented a key strategic step. The PHARE Programme provided the organisation not only with financial resources, but also with a development framework aligned with European standards in governance, transparency, and operational efficiency.
The first stage consisted of a detailed analysis of the applicant guidelines related to the targeted PHARE funding line. We identified the organisation’s eligibility, analysed the selection criteria, funding conditions, and eligible cost categories, ensuring a solid foundation for the application strategy.
Based on the guideline analysis, we developed the project concept, defining the objectives, activities, expected results, and performance indicators. This stage also included budget planning, aligning activities with programme objectives, and structuring the proposed intervention in a clear and logical way.
We fully drafted the funding application, including all mandatory supporting documents, strictly following the formal and content requirements set by the managing authority. The complete application file was submitted within the deadline, and the funding request was approved, with the NGO receiving the €134,703 for implementing the organisational development project.
The PHARE Programme was one of the main pre-accession financial instruments used to prepare Romania and other Central and Eastern European countries for the transition to democracy and a market economy, in view of joining the European Union. It provided both financial and technical support to the non-governmental sector at a defining moment. Pre-accession EU funds for NGOs played a major role in the professionalisation of civil society, the adoption of European best practices, and the development of an organisational ecosystem capable of later absorbing large-scale structural funds.
Through projects such as the one described, NGOs managed to become credible actors in dialogue with public authorities, to develop their project management capacity, and to strengthen their role in educating and informing citizens about their rights.
